About the Position
Under the direction of the Planning and Building Director, perform a wide variety of moderate to highly complex professional, analytical, and administrative support activities within the Planning and Building Department including but not limited to developing and/or administering departmental programs and budgets, conducting organizational and/or operational analysis, and managing complex programs or projects.
About the Department
The mission of the Planning and Building Department is to provide professional and equitable administration of the Town of Yountville's codes while fostering creative and diverse design and uses for an exceptional, safe, and livable built environment. In addition to long-range planning, the Department responds to and manages current development applications and the permitting process. Most remodels, additions, and replacements go through a design review process before the Zoning and Design Review Board (ZDRB). In addition to the Planning division, the Department manages the building permit and inspection process. The Department is responsible for the management of affordable housing development. Code Compliance is an active part of the planning and building department and typically includes review of short-term rentals and other typical building infractions. The Department includes the Planning and Building Director, Deputy Planning and Building Director, Management Analyst, and contract Building Inspector/Plans Examiner.
The Ideal Candidate
The Town of Yountville is looking for a professional candidate who will provide a supportive foundation for Town departments and the community through professional administration and efficient delivery of services consistent with industry standards. The candidate will be proficient in successfully building and maintaining positive working relationships with other Town employees, organizations and their representatives, and the general public, exhibiting exceptional customer service, communication skills, and ethical integrity.
Education and Experience Requirements
Sufficient experience and education in advanced and current planning to coordinate the Town planning activities in an effective and cost-efficient manner. A typical way of obtaining the required qualifications is to possess at least two (2) years of responsible, professional governmental planning experience and possess the equivalency of a bachelor's degree from an accredited educational institution with a major in urban or regional planning or other closely related fields.
Knowledge and Abilities (including, but not limited to the following)
- Comprehensive knowledge of modern principles and practices of urban planning and development, including municipal program development and administration
- Methods and techniques of effective technical report preparation and presentation; research methods and sources of information related to urban planning and development
- Up to date on recent developments, current literature and sources of information related to municipal planning and administration
- Knowledge of pertinent federal, state, and local rules, regulations, and ordinance
- General knowledge of budgeting procedures and techniques and principles and practices of supervision, training, and personnel management
- Ability to organize, direct, and implement a comprehensive current or advanced planning program; identify, coordinate, and resolve a wide variety of interests in the development of the land use policy
- Prepare and analyze technical and administrative reports, statements, and correspondence
- Establish and maintain cooperative working relationships with those contacted in the course of work

Deferred Compensation: Up to 7% contribution by Town to match employee contribution.
Example: a salary of $94,462 could have a contribution match of up to $6,612.34 per year.
Annual Paid Time Off:
- Vacation: 80 hours or 2 work weeks (accrued)
- Administrative Leave: 80 hours or 2 work weeks
- Sick leave: 96 hours or 12 days (accrued, no cap)
- Holiday Leave: 120 hours, 12 regular and 3 floating holidays
